If the realization deficit and debt rules is according with the planned deficit and debt rule, the deviation will be smaller then the terms of trade will be stable. Then, for the discretionary obtained not significant results, so it can be concluded that discretion does not have an influence on the terms of trade. Findings further, openness would raise the terms of trade. The implication is that the rules that policies should consider the future so that the burden will not be great in the future. Related openness, government must intervene in order to reduce the volatility of the terms of trade. Keywords : deficit rule, debt rule, discretionary, openness, terms of trade
