Abstract

ABSTRACT Budi Latif Hidayat. Effect of Local Own Revenue to Capital Expenditure Against Its Impact on Quality of Human Development in West Java in 2006-2010. State University of Jakarta. 2013 The purpose of this study was to analyze the influence of local own revenue to capital expenditure and capital expenditure allocation impact on the quality of human development in West Java in 2006-2010. Research methods using method expose facto. Data analysis techniques used in this research is the analysis of panel data. Descriptive analysis showed that: (a) In general, the percentage of local own revenues to total local revenues are still relatively low because only about 10.465 percent. So governments rely more on transfers from the central government, (b) the proportion of capital expenditure has a less well as shopping areas more used to fund personnel expenses, (c) Development of the human qualities that are reflected through the HDI shows that areas in West Java has a quality level of development is still low. General area of town that has a more advanced condition has a higher HDI figures when compared to the district. The results of the revenue effects of capital expenditures using a random effect model showed revenue positive and significant impact on capital expenditures. While the results of research on the impact of capital expenditure on human development outcomes using a fixed effect model showed capital expenditure and significant positive effect on the quality of human development in West Java
