Abstract

ULFAH MUTHIA ADZANI. Public Governance of Village Fund Management Control in Ciwalen Village Sukaresmi Sub-District Cianjur Regency. Economic Faculty of Universitas Negeri Jakarta. 2019. This study determines public governance as the basis for implementation of a good government. The purposes of this study are i) to describe the Village Fund management mechanisms, ii) to know the implementation of public governance in the management of Village Funds, and iii) to identify constraints in the management of Village Funds in Ciwalen Village, Sukaresmi Sub-District, Cianjur Regency. This research was conducted through qualitative methods. The data was collected through desk review, direct observations, participant observations, and interviews with informants consist of village official, BPD, field facilitator team, district official and community. The data was then analyzed by content analysis. Result of the research has shown that Village Funds management mechanism in Ciwalen have some important issue such as community involvement, transparency, bureaucratic structure, realization, accountability, and supervision. The use of fund was emphasized on building TPT / Tembok Penahan Tanah (retaining wall) to cope with landslides as well as health empowerment activities to respond to the stunting issue with PMT/Pemberian Makanan Tambahan (additional food provision), health education, and STBM/Sanitasi Total Berbasis Masyarakat (community based total sanitation). The implementation of public governance has made the supervision of village fund management worked well. Supervision was carried out by various parties from the community, the Sub-District, and ITDA/Imspektorat Daerah (regional inspectorate). Direct supervision from the community was usually carried out by participating in ongoing activities so that they could assess and raise their opinions. This fact shows that the principles of public governance have been applied in Ciwalen Village. Nevertheless, contraints in village fund management still exist, such as disbursement of the funds, online reporting, unexpected circumstances, and village information system that has not work well.
