Abstract
DENA AULIA SAFITRI. The Effect of Regional Government Expenditures on Education and Health Sector to the Human Development Index in the Papua Province. Economic Education, Faculty of Economics, Jakarta State University, 2019. This study aims to determine the effect of regional government expenditure on education and health sector to human development index in Papua Province 2011-2017. This study used secondary data consists of time series and cross section data, namely 2011 until 2017 and 28 districts 1 city. The data used was obtained from the Central Statistics Agency (BPS) and the Directorate General of Fiscal Balance (DJPK) Ministry of Finance of the Republic of Indonesia. The method used in this research is panel data regression analysis method. Data processing using Eviews 9.0. Based on the results of the F test, simultaneously regional government expenditure on education and health sector have a effect to human development index in Papua Province. Based on the t test, partially regional government expenditure on education sector has no effect to human development index in Papua Province. This is because regional government expenditure on education sector is still below 20 percent and there are another factors in the education that affect the quality of education in Papua Province. While partially government expenditure on health sector has effect to human development index in Papua Province. This is because regional government expenditure continues to increase very year and is used directly for public health services such as the provision of specialized doctors in each district. Based on R2 test, it can be seen that regional government expenditure on education and health sector is able to explain human development index of 99.46%, while 0.54% is influenced by other factors outside the studied variabel.
